Gaming in Louisiana – Don’t take a chance!

Senator Robert Marionneaux, Jr. has practiced in the area of gaming law for more than twenty—five (25 years).

Senator Marionneaux is the former chairman of the Louisiana Senate Judiciary “B” committee (2004-2008) which has oversight over all gaming related matters in Louisiana.

The committee is responsible for the oversight over all aspects of gaming law, including but not limited to: licensees operating under the Louisiana Riverboat Economic Development and Gaming Control Act, the Louisiana Economic Development and Gaming Corporation Act, and the Video Draw Poker Devices Control Law.

The responsibility for supervising the casino industry is divided between the Louisiana Gaming Control Board, the Louisiana State Police Gaming Enforcement Division and the Office of the Attorney General’s Gaming Division.

Sen. Marionneaux has represented numerous companies in a wide variety of gaming issues including matters before the hearing officers charged with the disposition of infractions, appeals to district courts in various jurisdictions and has represented several clients who’s cases have been decided, and reported by the Louisiana Supreme Court.

He has worked closely with the Louisiana Gaming Control Board, Louisiana State Police, and Louisiana Attorney General’s Office on a variety of issues concerning his clients’ gaming related matters.

We have assisted clients in their efforts of obtaining, and retaining, their gaming licenses from the Louisiana Gaming Control Board, as well as other licenses and permits from local, parish and state governments in order to gain the necessary approval for gaming activities in various jurisdictions.

Sen. Marionneaux has represented a number of gaming companies including one of the largest video poker truck stop owners in Louisiana (through protracted litigation to the Louisiana Supreme Court – which was successful, and in numerous gaming related transactions including the acquisition and sale of video poker truck stops and gaming routes, device placement agreements or location contracts, revenue sharing agreements, joint venture agreements, gaming law compliance and legislation, contracts and leases, and various permitting and licensing matters. 

Senator Robert M. Marionneaux, Jr. served with distinction in the Louisiana Legislature for sixteen years, including one term in the Louisiana House of Representatives followed by three terms in the Louisiana Senate from 2000 through 2012. During his legislative career, Senator Marionneaux earned a reputation as one of the most influential and respected policymakers in the Louisiana Legislature, particularly in the areas of gaming regulation, criminal justice, fiscal policy, taxation, and state infrastructure funding.

Following his election to the Louisiana House of Representatives, Senator Marionneaux served on the House Criminal Justice Committee, a committee with significant oversight responsibilities concerning Louisiana’s gaming laws and the Louisiana Gaming Control Board. His early work in the Legislature established him as a thoughtful and knowledgeable voice on complex regulatory and public policy matters involving gaming operations throughout the State of Louisiana.

Upon his election to the Louisiana Senate, Senator Marionneaux’s leadership abilities quickly earned him appointment as Chairman of the powerful Senate Judiciary B Committee during his second term. Judiciary B holds jurisdiction over criminal law, gaming legislation, and regulatory oversight of the Louisiana Gaming Control Board, making it one of the most influential committees in the Senate. As Chairman, Senator Marionneaux played a leading role in shaping Louisiana’s gaming policies, overseeing legislative reforms, and balancing the economic benefits of gaming with the State’s responsibility to ensure integrity, accountability, and public confidence within the industry.

In addition to his legislative accomplishments, Senator Marionneaux has earned distinction in the legal field through his representation of individuals and entities holding gaming licenses before the Hearing Officer responsible for overseeing gaming-related infractions in Louisiana. Drawing upon his extensive knowledge of Louisiana gaming law and regulatory procedures, he has successfully advised and advocated for clients navigating complex compliance, licensing, and enforcement matters involving the Louisiana Gaming Control Board and related regulatory authorities. His experience uniquely positions him as a trusted legal advocate within Louisiana’s highly regulated gaming industry.

In his final term in the Louisiana Senate, Senator Marionneaux was selected to serve as Chairman of the Senate Revenue and Fiscal Affairs Committee, one of the Legislature’s most powerful financial committees. In this role, he oversaw matters involving Louisiana tax policy, revenue measures, and fiscal legislation affecting businesses and citizens throughout the state. The committee also maintained oversight responsibilities concerning Louisiana’s Capital Construction Budget, which funds major public infrastructure projects, state facilities, and economic development initiatives across Louisiana.

As Chairman of Revenue and Fiscal Affairs, Senator Marionneaux was instrumental in evaluating and advancing legislation involving taxation, state revenues, economic growth, and public investment. His leadership required balancing fiscal responsibility with the long-term economic needs of Louisiana and its communities.

Throughout his legislative career, Senator Marionneaux was widely recognized for his command of complex policy issues, his bipartisan working relationships, and his influential leadership within the Louisiana Senate. His tenure reflected a commitment to responsible governance, sound fiscal policy, and effective oversight of some of the most significant areas of Louisiana government.
